On March 26, 2023, during a parliamentary session, Alban Bagbin, the Speaker of Parliament, expressed his frustration with Ursula Owusu-Ekuful, a Member of Parliament for Ablekuma West Constituency in the Greater Accra Region and the Minister of Communications. Bagbin asked Ursula to change her seat due to her conduct, which he found irritating. Ursula refused to move, stating that the seat was hers.
The conflict started when Bagbin was discussing the decision to postpone voting on two Supreme Court nominees of the president. The House had earlier approved six ministerial nominees, which the Minority had opposed. Ursula asked Bagbin if he was a leader when he mentioned that some leaders of Parliament had approached him regarding the vote on the justices. This question appeared to annoy Bagbin.
Bagbin then asked Ursula to change her seat, saying that she had been getting on his nerves too much. He requested that she stop her behavior, which he found unacceptable. Some Majority MPs intervened to calm Ursula down, while MPs from the Minority side started shouting at her. Ursula responded to their gestures while remaining seated.
Eventually, the vote was taken, and both justices were approved by a slim majority. Bagbin left his seat and handed over to his deputies to preside over the rest of the process, which continued into the night
